SeedVR2 video restore and upscale

Restore and resize an uploaded video with the fixed SeedVR2 3B Int8 model. The default run processes the full clip at 2× its source width and height with one sampling step. No text prompt is required: conditioning comes from the video itself. The full clip or selected segment supplies the output frame rate, audio when present, and bit depth to video assembly; final encoding also depends on the output settings.
